The Balkan Conflict and Law Enforcement through the ICTY (International Criminal Tribunal for the former Yugoslavia)

The Balkan Conflict in the heart of Europa during the 1990-ties raised several legal issues concerning the law applicable, the content thereof and delicate law enforcement questions during and in the aftermath of the conflict.

In the process of clarifying legal questions and upholding the law, the ICTY played a vital role, set examples by deciding leading cases and, thus, paved the way of future developments.

After an introduction to the legal framework of the Balkan conflict, three speakers all of whom have served at the ICTY will share their experiences and views. This will provide a basis for a discussion round with the speakers and a possibility to consider how these experiences can be made useful in other conflicts.

  • 15:00-15:15: Introduction to the legal framework and the Balkan conflict: Morten M. Fogt, Aarhus University
  • 15:15-15:35: Presentation by Peter W. McCloskey, previous Prosecutor at ICTY
  • 15:35-15:55: Presentation by Laurel Baig, previous Chief Prosecutor at ICTY, Appeal Chamber
  • 15:55-16:15: Experience as a Judge at the Hague Tribunal, ICTY, Frederik Harhoff, University of Southern Denmark
  • 16:15-16:55: Discussion with the panel consisting of the speakers
  • 16:55-17:00: Closing remarks: Panelists and Morten M. Fogt, Aarhus University

The seminar takes place at Aarhus University on 4 June 2026 from 15:00-17:00 in building 1342, room 455.
